| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 521.101, Transportation Code, is amended | ||
| by adding Subsection (n) to read as follows: | ||
| (n) The department shall adopt procedures to allow a person | ||
| who is 65 years of age or older to apply for a personal | ||
| identification certificate online or by phone if the person | ||
| surrenders the person's driver's license in a manner prescribed by | ||
| the department. The procedures: | ||
| (1) must be in compliance with federal guidelines | ||
| governing the issuance of identity documents; and | ||
| (2) may require the person issued a personal | ||
| identification certificate to update information previously | ||
| provided to the department under Section 521.142. | ||
| SECTION 2. This Act takes effect September 1, 2023. | ||
