A BILL TO BE ENTITLED
 
AN ACT
  relating to federal funding for personal responsibility education
  programs.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter Z, Chapter 33, Education Code, is
  amended by adding Section 33.904 to read as follows:
         Sec. 33.904.  PERSONAL RESPONSIBILITY EDUCATION PROGRAMS;
  FEDERAL FUNDING.  (a) The governor, in collaboration with the
  executive commissioner of the Health and Human Services Commission,
  shall submit to the United States secretary of health and human
  services an application for each of the fiscal years 2011 through
  2014 as provided by the Patient Protection and Affordable Care Act
  (Pub. L. No. 111-148) to receive allotted federal funds for this
  state to carry out personal responsibility education programs as
  provided by that Act.
         (b)  This section expires September 1, 2015.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2011.
