relating to the manner in which school districts are ranked for | ||
purposes of the instructional facilities allotment. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Section 46.006, Education Code, is amended by | ||
adding Subsections (c-1) and (c-2) and amending Subsection (d) to | ||
read as follows: | ||
(c-1) A district's wealth per student is reduced by 15 | ||
percent for purposes of this section if the district demonstrates | ||
to the commissioner's satisfaction that the district will use | ||
cost-effective construction and design practices in furtherance of | ||
the project for which the district seeks assistance. The reduction | ||
is in addition to any reduction under Subsection (a), (b), or (c) | ||
and is computed before the district's wealth per student is reduced | ||
under those subsections, if applicable. | ||
(c-2) A district's wealth per student is reduced by 15 | ||
percent for purposes of this section if the district has entered | ||
into a dual-use facility arrangement with a junior college or other | ||
institution of higher education, as defined by Section 61.003, | ||
regardless of whether the arrangement involves the project for | ||
which the district seeks assistance. The reduction is in addition | ||
to any reduction under Subsection (a), (b), (c), or (c-1) and is | ||
computed before the district's wealth per student is reduced under | ||
those subsections, if applicable. | ||
(d) The commissioner shall adjust the rankings after making | ||
the reductions in wealth per student required by Subsections (a), | ||

SECTION 2. This Act takes effect September 1, 2013. |
