A BILL TO BE ENTITLED
 
AN ACT
  relating to required mental health, behavioral health, and
  substance abuse services under the Texas women's health program.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter B, Chapter 531, Government Code, is
  amended by adding Section 531.0997 to read as follows:
         Sec. 531.0997.  TEXAS WOMEN'S HEALTH PROGRAM; REQUIRED
  SERVICES FOR MENTAL HEALTH, BEHAVIORAL HEALTH, AND SUBSTANCE ABUSE.
  (a)  In this section, "Texas women's health program" means a program
  operated by the commission that is substantially similar to the
  demonstration project operated under former Section 32.0248, Human
  Resources Code, and that is intended to expand access to preventive
  health and family planning services for women in this state.
         (b)  The health care services provided under the Texas
  women's health program must include screening and treatment for:
               (1)  mental health conditions;
               (2)  behavioral health conditions; and
               (3)  substance abuse disorders.
         (c)  The executive commissioner shall adopt rules necessary
  to implement this section.
         SECTION 2.  This Act takes effect December 1, 2017.
