A BILL TO BE ENTITLED
 
AN ACT
  relating to a report to the Legislative Budget Board on the border
  security functions of certain state agencies.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Chapter 322, Government Code, is amended by
  adding Section 322.025 to read as follows:
         Sec. 322.025.  REPORT ON BORDER SECURITY FUNCTIONS. (a) In
  this section:
               (1)  "Border county" means a county that is adjacent to
  or within 25 miles of the international border.
               (2)  "Border security" means the detection and
  interdiction of all smuggling events between the ports of entry
  along the Texas-Mexico border.
               (3)  "Border-related criminal activity" includes the
  smuggling of people, drugs, money, weapons, stolen vehicles, and
  other contraband, human trafficking, kidnapping, extortion, home
  invasion, corruption, murder, assault, arson, money laundering,
  impersonation of a law enforcement officer, vehicle theft, felony
  pursuits, and any other criminal activity conducted by or as a
  result of a transnational criminal organization engaging in
  cross-border illegal activity.
         (b)  The Department of Public Safety, Texas Military
  Department, Parks and Wildlife Department, trusteed programs
  within the governor's office, Texas Department of Criminal Justice,
  and any other state agency designated by the board shall report to
  the board twice each state fiscal year the following:
               (1)  the amount of money the agency budgeted for border
  security, the amount of money the agency spent on border security,
  and the agency's performance related to border security during the
  reporting period;
               (2)  the finance method for budgeted and expended
  amounts;
               (3)  the object of expense for budgeted and expended
  amounts; and
               (4)  the amount of money spent on employee salaries for
  duties related to border security, including regular and overtime
  pay. 
         (c)  A state agency required by Subsection (b) to report
  information to the board shall submit information for the first
  half of the state fiscal year not later than February 28 and
  information for the second half of the state fiscal year not later
  than September 30. The state agency shall submit the information in
  the manner prescribed by the board.
         SECTION 2.  This Act takes effect September 1, 2015.
