A BILL TO BE ENTITLED
 
AN ACT
  relating to requiring that notice of certain environmental permit
  applications be sent to county judges.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter D, Chapter 5, Water Code, is amended
  by adding Section 5.1291 to read as follows:
         Sec. 5.1291.  NOTICE TO COUNTY JUDGE.  Notwithstanding any
  other law, the commission shall:
               (1)  for any notice concerning a permit application,
  amendment, or renewal required to be sent by the commission to a
  state senator or representative, send notice to the county judge of
  the county in which the facility applying for the permit,
  amendment, or renewal is or will be located; and
               (2)  utilize an electronic means of transmission for
  any notice issued or sent by the commission to a county judge,
  unless the judge submits a request to receive notice by mail.
         SECTION 2.  This Act takes effect September 1, 2011.
