A BILL TO BE ENTITLED
 
AN ACT
  relating to the development of the Interstate Highway 635 East
  project in Dallas County.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
  SECTION 1.  Chapter 250, Transportation Code, is amended by adding
  Section 250.002 to read as follows:
  Sec. 250.002.  INTERSTATE HIGHWAY 635 EAST PROJECT PROVISIONS.
  (a)  In this section, "project" means the Interstate Highway 635
  East project from United States Highway 75 to Interstate Highway 30
  in Dallas County.
         (b)  In developing the project, the department shall:
               (1)construct and maintain, from U.S. Highway 75 to
  Interstate Highway 30:
                     (A)  a minimum of at least two continuous frontage
  roads in each direction;
                     (B)  a minimum of ten (five in each direction)
  general-purpose, non-restricted, non-revenue generating general
  purpose free main lanes;
                     (C)  noise walls and noise abatement measures for
  residential neighborhoods along the corridor;
                     (D)  enhanced access to and along the frontage
  roads;
                     (E)  the IH-635 East and IH-30 interchange with
  continuous frontage roads in anticipation of the IH-30 project;
               (2)  The department is responsible for project costs
  for rights-of-way acquisition and municipal utility relocation.
         (c)  The Commission may not exercise its discretion in
  Sections
  228.007, 228.008, 228.201, Sec. 224.1541 Transportation
  Code.
