A BILL TO BE ENTITLED
 
AN ACT
  relating to the composition of the governing body of certain
  regional planning commissions.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 391.006, Local Government Code, is
  amended by amending Subsection (a) and adding Subsection (d) to
  read as follows:
         (a)  Except as provided by Subsection (c) or (d),
  participating governmental units may by joint agreement determine
  the number and qualifications of members of the governing body of a
  commission.
         (d)  If a county participating in a commission has a
  population of more than 650,000 and less than 850,000, the
  governing body of the commission must include one member appointed
  by that county.
         SECTION 2.  A county to which Section 391.006, Local
  Government Code, as amended by this Act, applies shall appoint a
  member to the governing body of a regional planning commission as
  required by that section not later than January 1, 2014.
         SECTION 3.  This Act takes effect September 1, 2013.
