A BILL TO BE ENTITLED
 
AN ACT
  relating to requiring the Texas Historical Commission to create a
  program to identify and restore Rosenwald Schools structures.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter A, Chapter 442, Government Code, is
  amended by adding Section 442.034 to read as follows:
         Sec. 442.034.  ROSENWALD SCHOOLS STRUCTURES PROGRAM. (a)
  The commission shall establish a program to:
               (1)  identify, renovate, restore, maintain, and
  preserve Rosenwald Schools structures, and their contents, located
  in this state; and
               (2)  protect the historical and architectural
  integrity of the exterior, interior, and grounds of the Rosenwald
  Schools structures.
         (b)  The commission may, as part of the program, acquire
  property containing a Rosenwald School structure.
         (c)  A Rosenwald School structure restored, repaired, or
  renovated under the program may be used as a community learning
  center.
         (d)  The commission may accept gifts, grants, and in-kind
  donations from public and private entities to implement the
  program. The legislature may appropriate money to the commission
  to implement the program.
         (e)  The commission may adopt rules reasonably necessary to
  implement the program.
         SECTION 2.  The Texas Historical Commission shall first
  implement the program established by Section 442.034, Government
  Code, as added by this Act, in the south central region of this
  state.
         SECTION 3.  This Act takes effect September 1, 2023.
