A BILL TO BE ENTITLED
 
AN ACT
  relating to a universal screening process for a school district's
  program for gifted and talented students.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 29.122, Education Code, is amended by
  adding Subsection (a-1) to read as follows:
         (a-1)  A school district shall, if feasible, use the
  universal screening process adopted under Subsection (a) to screen
  each second grade student enrolled in the district to identify
  gifted and talented students for the district's program.
         SECTION 2.  This Act applies beginning with the 2023-2024
  school year.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution. If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect on the 91st day after the last day of the
  legislative session.
