A JOINT RESOLUTION
  proposing a constitutional amendment relating to the right to life
  beginning at fertilization.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 19, Article I, Texas Constitution, is
  amended to read as follows:
         Sec. 19.  (a) No citizen of this State shall be deprived of
  life, liberty, property, privileges or immunities, or in any manner
  disfranchised, except by the due course of the law of the land.
         (b)  The protections of this section regarding the right to
  life apply from the point of fertilization, when genetic
  information is gathered inside a cell, until death.  The
  protections of this article regarding the life of an unborn child
  apply to the unborn child of any woman physically present in this
  state.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 8, 2011.
  The ballot shall be printed to provide for voting for or against the
  proposition: "The constitutional amendment protecting life from
  the point of fertilization."
