R E S O L U T I O N
         WHEREAS, Connie Hickman retired as the Navarro County justice
  of the peace for Precinct 4 in June 2022, concluding a noteworthy
  tenure in office that spanned more than three decades; and
         WHEREAS, Judge Hickman first took office as justice of the
  peace for Navarro County in 1991, after serving for eight years as a
  court clerk to former Justice of the Peace Badie Stewart; she was
  the only justice of the peace for several years prior to the county
  splitting into four different precincts; and
         WHEREAS, Over the course of her exemplary eight terms in
  office, Judge Hickman oversaw several advances in the court
  system's technology, including the computerization of its record
  system and the automation of traffic citations; furthermore, she
  helped establish a truancy court to promote educational success
  among the county's youth; at the time of her retirement, she was the
  longest-tenured elected official in Navarro County and was one of
  the highest decorated justices of the peace in the state; and
         WHEREAS, Judge Hickman served as president of the Justices of
  the Peace and Constables Association of Texas from 2006 to 2007, as
  chair of the Justice of the Peace Legislative and Education
  Committees, and as a past president and board member of the Texas
  Association of Counties; in recognition of her many achievements,
  she has received numerous accolades, such as the Judge of the Year
  Award, the T. A. Vines Award, and the Lifetime Achievement Award
  from the JPCA, and she was also selected to attend the prestigious
  National Judicial College; and
         WHEREAS, Connie Hickman has greatly benefited her fellow
  citizens through her leadership, professionalism, and commitment
  to excellence, and she may indeed reflect with pride on her
  outstanding record of service; now, therefore, be it
         RESOLVED, That the House of Representatives of the 88th Texas
  Legislature hereby congratulate the Honorable Connie Hickman on her
  retirement as justice of the peace for Navarro County Precinct 4 and
  extend to her sincere best wishes for continued success and
  happiness in all her future endeavors; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Judge Hickman as an expression of high regard by the
  Texas House of Representatives.
