R E S O L U T I O N
 
         WHEREAS, Lieutenant Lawrence E. Guerra retired from the El
  Paso County Sheriff's Office on January 31, 2013, drawing to a close
  a notable tenure in law enforcement that spanned more than three
  decades; and
         WHEREAS, A graduate of Clint High School, Larry Guerra began
  his career in 1982 as a detention officer; in 1984, he became a
  sheriff's deputy, and the following year he earned promotion to
  detective; during the decade that followed, he served initially
  with the Criminal Investigations Section and went on to prove his
  abilities as a participant in narcotics investigations with the El
  Paso Police Department, a wiretap investigation with the Texas
  Department of Public Safety, and various projects for the West
  Texas Multi-County Task Force, the Multi-Agency Financial Crimes
  Section, and the Internal Affairs Section; moreover, he was
  appointed as a field operations supervisor in 1990 and a special
  weapons and tactics operator in 1993; and
         WHEREAS, This accomplished professional earned the rank of
  sergeant in 1995, and over the course of the next 11 years he
  undertook a range of assignments that included overseeing
  investigations with the Metro Narcotics Task Force, leading a SWAT
  team, and working as a crisis and negotiations team leader; and
         WHEREAS, After being promoted to lieutenant in 2006, he
  closed out his career with a series of senior leadership positions;
  in addition to completing several command assignments in the Patrol
  Division, he worked extensively with the Special Operations Bureau,
  serving as its commander in 2007 and assisting in the efforts of the
  Metro Border Crime Initiative; and
         WHEREAS, Lieutenant Guerra holds certifications as a master
  jailer and a master peace officer, and he attended the DEA Drug Unit
  Commanders Academy and the FBI National Academy; in 1995, he
  received the prestigious Enrique Camarena Award, and he has also
  been honored with certificates of appreciation from the DEA, the
  FBI, and the U.S. Customs Service; and
         WHEREAS, Larry Guerra's dedication, expertise, and
  commitment to protecting the safety and well-being of the public
  have greatly benefited the citizens of El Paso County, and he may
  indeed reflect with pride on his many achievements as he embarks on
  the next exciting chapter of his life; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby congratulate Lieutenant Lawrence E. Guerra on
  his retirement from the El Paso County Sheriff's Office and extend
  to him sincere best wishes for continued happiness; and, be it
  further
         RESOLVED, That an official copy of this resolution be
  prepared for Lieutenant Guerra as an expression of high regard by
  the Texas House of Representatives.
