| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 51.9715, Education Code, is amended by | ||
| adding Subsection (c) to read as follows: | ||
| (c) An institution of higher education or a school district | ||
| offering international baccalaureate courses, dual credit courses, | ||
| or any other course for which the institution a student attends has | ||
| awarded the student college course credit, including course credit | ||
| awarded by examination, may release student information for the | ||
| purposes of the transfer of course credit between institutions of | ||
| higher education. Student information released under this | ||
| subsection serves the legitimate educational interest of the | ||
| student for whom consent would otherwise be required under the | ||
| Family Educational Rights and Privacy Act of 1974 (20 U.S.C. | ||
| Section 1232g). | ||
| SECTION 2. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2019. | ||
