| relating to a study of certain Electric Reliability Council of | ||
| Texas actions. | ||
| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. (a) The governor, with the advice and consent of | ||
| the senate, shall appoint a person to conduct a study of the actions | ||
| of the Electric Reliability Council of Texas taken during February | ||
| 2021 to respond to the extreme weather event of that month. | ||
| (b) The person must have expertise in electricity markets. | ||
| (c) The person shall submit a report of the findings of the | ||
| study to the legislature. | ||
| SECTION 2. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2021. | ||
