A BILL TO BE ENTITLED
 
AN ACT
  relating to a study of certain Electric Reliability Council of
  Texas actions.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  (a) The governor, with the advice and consent of
  the senate, shall appoint a person to conduct a study of the actions
  of the Electric Reliability Council of Texas taken during February
  2021 to respond to the extreme weather event of that month.
         (b)  The person must have expertise in electricity markets.
         (c)  The person shall submit a report of the findings of the
  study to the legislature.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2021.
