A BILL TO BE ENTITLED
 
AN ACT
  relating to the training and responsibilities of certain
  educational entities that have certain responsibilities regarding
  public school oversight.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 11.151, Education Code, is amended by
  adding Subsection (b-1) to read as follows:
         (b-1)  The primary responsibility of the trustees is to
  facilitate the education of the district's students.
         SECTION 2.  Section 11.159, Education Code, is amended by
  adding Subsection (f) to read as follows:
         (f)  The State Board of Education shall ensure that any
  orientation or training for a trustee related to the state laws
  governing public education emphasizes the responsibilities of a
  trustee under this subchapter.
         SECTION 3.  Section 21.043(a), Education Code, is amended to
  read as follows:
         (a)  The agency shall provide the board with access to data
  obtained under the Public Education Information Management System
  (PEIMS). The board shall use the data to revise educator
  preparation program requirements recommended by the board as needed
  to ensure the quality of educators certified in the state.
         SECTION 4.  Section 21.046, Education Code, is amended by
  adding Subsection (f) to read as follows:
         (f)  In creating the qualifications for certification as a
  superintendent or principal, the board shall consider demonstrated
  knowledge of, as applicable:
               (1)  the responsibilities of a superintendent under
  Sections 11.1512 and 11.201; or
               (2)  the responsibilities of a principal under Section
  11.202.
         SECTION 5.  Section 39A.052, Education Code, is amended to
  read as follows:
         Sec. 39A.052.  CAMPUS INTERVENTION TEAM MEMBERS; TRAINING.
  (a) A campus intervention team assigned by the commissioner under
  Section 39A.051 must [may] include teachers, principals, other
  educational professionals, and superintendents that, to the
  greatest extent possible, are recognized for excellence in their
  roles and appointed by the commissioner to serve as members of a
  team.
         (b)  The commissioner shall require members of the campus
  intervention team to attend training on the team's responsibilities
  and the interventions and sanctions that may be imposed on a
  district or campus under this chapter.
         SECTION 6.  This Act takes effect September 1, 2019.
