| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 241.023, Health and Safety Code, is | ||
| amended by adding Subsection (c-4) to read as follows: | ||
| (c-4) The executive commissioner shall adopt rules and | ||
| standards to allow an establishment that specializes in providing | ||
| services to infants diagnosed with neonatal abstinence syndrome to | ||
| be licensed as a special hospital under this section. | ||
| SECTION 2. Not later than December 1, 2023, the executive | ||
| commissioner of the Health and Human Services Commission shall | ||
| adopt the rules and standards necessary to implement Section | ||
| 241.023(c-4), Health and Safety Code, as added by this Act. | ||
| SECTION 3. This Act takes effect September 1, 2023. | ||
