A JOINT RESOLUTION
  proposing a constitutional amendment establishing an individual's
  right to personal reproductive autonomy.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article I, Texas Constitution, is amended by
  adding Section 36 to read as follows:
         Sec. 36.  Each individual residing in this state has the
  right to personal reproductive autonomy, and this state recognizes
  that right as central to the individual's liberty and dignity to
  determine the individual's own life course. This state may not
  restrict or prohibit the exercise of that right unless the
  restriction or prohibition is justified by a compelling state
  interest that is achieved using the least restrictive means
  available.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 7, 2023.
  The ballot shall be printed to provide for voting for or against the
  proposition: "The constitutional amendment establishing an
  individual's right to personal reproductive autonomy."
