R E S O L U T I O N
         WHEREAS, Michael J. Scarpello is retiring as the Dallas
  County elections administrator on December 19, 2023, drawing to a
  close a notable career that has spanned more than two decades; and
         WHEREAS, Michael Scarpello first took the helm of the Dallas
  County Elections Department on December 7, 2020; over the course of
  his exemplary tenure, he has effectively managed the operations of
  the department, which includes more than 50 full-time employees and
  over 5,000 seasonal election workers who serve the county's 1.4
  million registered voters; he has implemented a number of
  innovative initiatives designed to improve and modernize the
  department's processes, facilities, technology, communications,
  and organization; among other achievements, he added a real-time
  poll tracker, revamped the training for elections equipment, and
  created a database of information on voting centers; and
         WHEREAS, Mr. Scarpello brought to his position 20 years of
  experience in elections management; after beginning his career in
  Nebraska as the chief deputy election commissioner and elections
  manager from 2000 to 2007, he went on to work in Colorado as the
  director of elections from 2007 to 2011, in California as the
  registrar of voters from 2011 to 2018, and in Arizona as the vice
  president of election management systems from 2019 to 2020; he
  holds a bachelor's degree from the University of Nebraska Omaha and
  a juris doctor degree from the University of Nebraska College of
  Law, and he is certified as an elections administrator by the
  National Association of Election Officials; and
         WHEREAS, Michael Scarpello has greatly benefited the
  residents of Dallas County through his steadfast commitment to
  maintaining the efficiency, accuracy, and transparency of the
  elections process, and his contributions have earned him the
  respect and admiration of his fellow citizens and professional
  colleagues alike; now, therefore, be it
         RESOLVED, That the Senate of the 88th Texas Legislature, 3rd
  Called Session, hereby congratulate Michael J. Scarpello on his
  retirement as the Dallas County elections administrator and commend
  him for his dedicated service; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Scarpello as an expression of high regard by the
  Texas Senate.
