Be it enacted by the General Assembly of Virginia:

1. §1. That the Secretary of Public Safety and Homeland Security shall establish a work group composed of the Executive Director of the Department of Fire Programs, the Chief of Training and Operations of the Department of Fire Programs, a volunteer fire department chief, a volunteer firefighter, and such other stakeholders as the Secretary of Public Safety and Homeland Security shall deem appropriate to study the recruitment and development of volunteer firefighters with a specific focus on providing training to volunteer fire departments, volunteer fire companies, and volunteer firefighters in a cost-efficient and effective manner and to identify and recommend eliminating any barriers to the recruitment and development of volunteer firefighters.
