Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 22.1-98.3 as follows:

§22.1-98.3. Composite index of local ability to pay; factors.

For the purpose of determining the state and local shares of basic aid funding, the composite index of local ability to pay, or local composite index, shall take into consideration the following additional factors:

1. The population of the relevant locality;

2. The number of enrolled English-language learners; and

3. The number of enrolled students who are eligible to receive free or reduced-price lunch.
