HOUSE JOINT RESOLUTION NO. 221
Celebrating the life of Bryan Kelly Miller.

WHEREAS, Bryan Kelly Miller, a longtime employee of the City of Bristol and beloved member of the Bristol community, died on December 7, 2023; and

WHEREAS, Kelly Miller served the City of Bristol since 1992, beginning his more than 30 years of service as an engineering aid in the Public Works Department, where he assisted in the planning, design, and inspection of engineering and construction projects for the city; and

WHEREAS, Kelly Miller assisted with surveying as a drafter and computer-aided-design operator, was certified as a Department of Conservation and Recreation inspector and erosion and sediment control inspector, and served as a city project representative during subdivision construction and as an information technology specialist; and

WHEREAS, in 2018, Kelly Miller was promoted to geographic information system (GIS) coordinator, a role in which he oversaw the creation, expansion, and maintenance of all geospatial-related data contained in Bristol's GIS system; and

WHEREAS, as Bristol's GIS coordinator, Bryan Miller served as the city's administrator for its Master Street Address Guide (MSAG) and its Any Number Identification–Any Location Identification (ANI–ALI) service for 9-1-1 compliance; and

WHEREAS, Kelly Miller left his fingerprints on many projects and had a say in the completion of major developments within Bristol; and

WHEREAS, Kelly Miller's sense of humor, kindness, energy, and graciousness enriched those fortunate enough to know and work with him; and

WHEREAS, the medical clinic where Kelly Miller was treated named him a national "patient champion" for his active lifestyle and positive attitude; and

WHEREAS, Kelly Miller shared a love for the outdoors by enjoying fishing and golf in the beautiful region of Southwest Virginia; and

WHEREAS, guided by his faith, Kelly Miller enjoyed worship and fellowship with his community at Highlands Fellowship Church in Bristol; and

WHEREAS, Kelly Miller will be fondly remembered and dearly missed by his loving wife, Penny; his siblings, Robbie and Nikki; his father and his father's wife, Bob and Darla; his mother, Katheryn; and his father-in-law, Tom; and numerous other family members and friends; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Bryan Kelly Miller, a cherished member of the Bristol community who made an impact on countless lives; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Bryan Kelly Miller as an expression of the General Assembly's respect for his memory.
