WHEREAS, Lucy Love Wells Clark, a dedicated public servant who served as the Henry County Commissioner of the Revenue for 16 years, died on August 21, 2011; and WHEREAS, a native of Henry County, Lucy Clark graduated from Axton High School and Perry Business School before she joined the Commissioner of the Revenue's office in 1952, earning $50 a month; and WHEREAS, known for her attention to detail, leadership skills, and institutional knowledge, Lucy Clark served as deputy commissioner and then interim commissioner before her election as Henry County's Commissioner of the Revenue; and WHEREAS, Lucy Clark saw many changes in the Commissioner's Office over the course of her career—the advent of electric typewriters and eventually computers, the relocation of the office from the old county courthouse in Martinsville to its current location, and the addition of new staff; and WHEREAS, committed to the economic well-being of Henry County, Lucy Clark took great pride in ensuring a high level of customer service and enhancing the County's abilities to serve local residents; and WHEREAS, Lucy Clark shared her extensive experience and expertise with other commissioners of the revenue from around the state through her affiliation with the Commissioners of the Revenue Association of Virginia and other organizations; and WHEREAS, possessed of a gracious manner, sense of humor, and strong character, Lucy Clark made an indelible imprint on Henry County's Commissioner of the Revenue Office; and WHEREAS, Lucy Clark will be fondly remembered and greatly missed by her husband, Clifton; daughters, Kathy and Marsha and their families, including five grandchildren and six great-grandchildren; and numerous other family members, friends, and the citizens of Henry County; now, therefore, be it RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of a devoted public servant, Lucy Love Wells Clark; and, be it RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Lucy Love Wells Clark as an expression of the General Assembly's respect for her memory. |
