HOUSE JOINT RESOLUTION NO. 376
Celebrating the life of Janet Amend Carver.

WHEREAS, Janet Amend Carver, a dedicated civil servant and a passionate volunteer in Northern Virginia, died on July 23, 2023; and

WHEREAS, Janet Carver grew up in California and graduated from Immaculate Heart High School in Hollywood; she earned a bachelor's degree from the University of Redlands, where she was the editor of the college newspaper and a stringer for the Los Angeles Times; and

WHEREAS, Janet Carver subsequently conducted graduate studies at the University of Oslo in Norway and traveled throughout Europe before settling in Washington, D.C.; and

WHEREAS, Janet Carver joined the U.S. Foreign Service in 1955, then worked for a United States senator, served as the district manager for most of Northern Virginia for the 1980 Census, and finished her career as a staffer for a member of the Fairfax County Board of Supervisors; and

WHEREAS, beginning in 1963, Janet Carver offered her energy, enthusiasm, and insights to several organizations affiliated with the Democratic Party in Virginia and coordinated grassroots support for progressive candidates to run against the Byrd Machine as a member of the Fairfax County Democratic Committee; and

WHEREAS, Janet Carver was also a member of the Virginia Democratic State Central Committee, first vice chair of the 8th Congressional District Democratic Committee, first vice chair of the 11th Congressional District Democratic Committee, and three-time chair of the Springfield Democratic Committee; and

WHEREAS, in 1992, Janet Carver was selected to attend the Democratic National Convention as a delegate for President Bill Clinton, and in 2008, she served as an Electoral College elector for President Barack Obama; and

WHEREAS, among many accolades, Janet Carver received the 2002 Eagle Award from the 8th Congressional District Democratic Committee for her lifetime of contributions to the advancement of civil rights and legacy of service in government; and

WHEREAS, outside of her career, Janet Carver was an avid camper, bird watcher, and traveler, who had visited all 50 states, Canada, Mexico, and several countries in Europe, Africa, and South America; she was well-known for her sense of adventure and obtained her scuba certification at age 42, rode rollercoasters in her 70s, and zip-lined in Hawaii at age 78; and

WHEREAS, Janet Carver brought joy to others through her kindness, wisdom, sense of humor, and zest for life, and she imparted to her children her strong sense of civic pride and commitment to community service; and

WHEREAS, Janet Carver will be fondly remembered and greatly missed by her husband of 65 years, John; her children, Wendy, Ted, and Andy, and their families; and numerous other family members, friends, and colleagues; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Janet Amend Carver, a highly admired member of the Northern Virginia community; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Janet Amend Carver as an expression of the General Assembly's respect for her memory.
