HOUSE JOINT RESOLUTION NO. 71
Celebrating the life of Julius L. Branscome.

WHEREAS, Julius L. Branscome, a dedicated husband and father and an active member of his local community, died on November 12, 2023; and

WHEREAS, Julius Branscome was born on September 26, 1933, at the foot of the Buffalo Mountain in Carroll County; and

WHEREAS, Julius Branscome met the love of his life, Lila Brady, and the two were married on November 18, 1950; and

WHEREAS, known for his hard work and entrepreneurial spirit, Julius Branscome moved in 1960 to Prince William County where he participated in the development of the Interstate Highway System, then started a sole proprietorship in 1962; and

WHEREAS, in 1973, Julius Branscome took the next step and formed Julius Branscome, Inc., which provided road building services in Northern Virginia; and

WHEREAS, in 1988, Julius Branscome founded Branscome Paving Company, a family-owned small business which is known throughout the Commonwealth for its commitment to quality and excellent service to its customers in both the private and public sectors; and

WHEREAS, in recognition of Julius Branscome's legacy of contributions to the transportation infrastructure sector, the Heavy Construction Contractors Association presented him with its Lifetime Achievement Award in September 2023; and

WHEREAS, at the age of 90, Julius Branscome was still involved in the day-to-day operations of the family-owned business he founded; and

WHEREAS, in addition to Julius Branscome's reputation as a successful businessman, he is best known for being a man of faith, whose greatest joys were spending time with his family and friends and supporting his local community; and

WHEREAS, Julius Branscome was predeceased by his son, Tommy Branscome; his parents, Grover Samuel Branscome and Cosby Goad Branscome; his sister, Violet Nester; and his brothers Henry, Robert, and James Branscome; and

WHEREAS, Julius Branscome is survived by his beloved wife of 73 years, Lila Brady Branscome; his children, Kathy Bowman and David Branscome; seven grandchildren; 15 great grandchildren; and three great-great grandchildren; and

WHEREAS, Julius Branscome will also be fondly remembered and greatly missed by countless friends and colleagues who knew him to be a man of great character and compassion; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Julius L. Branscome, devoted family man and successful entrepreneur; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Julius L. Branscome as an expression of the General Assembly's respect for his memory.
