WHEREAS, Elmer Taylor Seay, Jr., an honorable veteran, distinguished social worker and community activist, and beloved son of Richmond, died on January 25, 2024; and
WHEREAS, after graduating from Armstrong High School (AHS) in 1952, Elmer Seay earned a bachelor's degree from Virginia Union University (VUU); he also later earned a master's degree from what is today Virginia Commonwealth University; and
WHEREAS, following his graduation from VUU, Elmer Seay enlisted with the United States Army and served his country with honor and distinction as a member of the military police; and
WHEREAS, upon completing his service, Elmer Seay embarked upon a long and impactful career with the City of Richmond Department of Social Services, working tirelessly to make a difference in the lives of countless individuals and families; and
WHEREAS, Elmer Seay supported social workers in his community and beyond as one of the founders of the Richmond chapter of the National Association of Black Social Workers, Inc.; and
WHEREAS, Elmer Seay was indefatigable in his efforts to advocate for civil rights and racial justice through his longtime involvement with the NAACP and the Richmond Crusade for Voters; and
WHEREAS, Elmer Seay served the community as a member of the Lambda Chapter of the Phi Beta Sigma Fraternity, Inc., at VUU and chaired the committee for the organization's Sigma Beautillion; and
WHEREAS, in his retirement, Elmer Seay continued to contribute to the growth and development of young people in his community as a tutor for Richmond Public Schools and its Head Start program; and
WHEREAS, Elmer Seay was an accomplished artist who honed his talents throughout his life, creating works that would grace the pages of the AHS and VUU yearbooks, as well as the walls of his home and the homes of family; and
WHEREAS, guided throughout his life by his faith, Elmer Seay enjoyed worship and fellowship with his community at First African Baptist Church in Richmond since 1950, where he was recently honored as the father of the church; and
WHEREAS, Elmer Seay will be fondly remembered and dearly missed by his loving wife of 62 years, Shirley; his children, Terri and Jaye, and their families; and numerous other family members and friends; now, therefore, be it
RESOLVED, That the House of Delegates hereby note with great sadness the loss of Elmer Taylor Seay, Jr., a treasured member of the Richmond community who was a source of joy and inspiration to all he knew; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Elmer Taylor Seay, Jr., as an expression of the House of Delegates' respect for his memory.
