HOUSE RESOLUTION NO. 58
Celebrating the life of Donna M. Vaughan.
 
Agreed to by the House of Delegates, February 5, 2024
 

WHEREAS, Donna M. Vaughan, a hardworking employee of the City of Virginia Beach, dedicated leader of the Virginia Beach 4-H, and a beloved member of the Pungo and Virginia Beach communities, died on August 1, 2023; and

WHEREAS, a native of Auburn, New York, and the oldest of 10 children, Donna Vaughan moved to Princess Anne County in her youth and graduated from Princess Anne High School, where she was active in the 4-H club; and

WHEREAS, Donna Vaughan devoted more than 40 years to the City of Virginia Beach as a member of the locality's finance department, earning a city manager's award for excellent performance in 2003; and

WHEREAS, Donna Vaughan was closely involved with the Virginia Beach 4-H for many years, cultivating meaningful experiences for young people interested in raising animals, engaging in civic matters, and enjoying the comradery of the club; and

WHEREAS, Donna Vaughan gave generously of her time to the community through events with the Creeds Ruritan Club and Virginia Beach Farm Bureau and as a member of the volunteer committee responsible for organizing the Pungo Strawberry Festival, where she was twice named the festival's honorary "Witch of Pungo"; and

WHEREAS, in recognition of her accomplishments promoting agriculture in Virginia Beach, Donna Vaughan was named Woman of the Year in Agriculture in 1993 and Friend of Agriculture in 2001 by the Virginia Beach Excellence in Agriculture Committee; and

WHEREAS, guided throughout her life by her faith, Donna Vaughan was a longtime member of Charity United Methodist Church in Pungo, where she aided the spiritual growth and maturation of innumerable young people as a Sunday school teacher for more than 30 years; and

WHEREAS, Donna Vaughan will be fondly remembered and dearly missed by her children, Robert, William, and James, and their families; her niece Sarah; and numerous other family members and friends; now, therefore, be it

RESOLVED, That the House of Delegates hereby note with great sadness the loss of Donna M. Vaughan, a treasured member of the Pungo and Virginia Beach communities whose kindness, generosity, and legacy of service touched countless lives; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Donna M. Vaughan as an expression of the House of Delegates' respect for her memory.
