A BILL to direct the Department of Motor Vehicles to convene a work group to determine the feasibility of implementing a tiered flat rate system to accurately determine the correct amount of highway use fee to be charged at the point of sale of a motor vehicle.

Be it enacted by the General Assembly of Virginia:

1. §1. The Department of Motor Vehicles shall convene a work group to determine the feasibility of implementing a tiered flat rate system to accurately determine the correct amount of highway use fee to be charged at the point of sale of a motor vehicle. Such work group shall consist of representatives from the Department of Motor Vehicles, the Motor Vehicle Dealer Board, the Virginia Automobile Dealers Association, the Virginia Independent Automobile Dealers Association, an online-only motor vehicle dealer, and the Chairs of the Senate and House Committees on Transportation or their designees. Such work group shall complete its work and report its findings and recommendations to the Chairs of the Senate and House Committees on Transportation no later than November 15, 2024.
