SENATE JOINT RESOLUTION NO. 366

Encouraging the Virginia area agencies on aging and their public and private partners to conduct local and regional Age Wave planning.

WHEREAS, according to the Older Dominion Partnership, there are approximately 900,000 adults in the Commonwealth who are 65 years of age or older, and this figure is expected to double to more than 1.8 million by 2030, when one in every five Virginians will be 65 years of age or older; and

WHEREAS, the newly established state agency, the Department for Aging and Rehabilitative Services (DARS) streamlines services, technologies, and supports that assist older adults in the Commonwealth to participate more fully in their communities; and

WHEREAS, the Commonwealth Council on Aging, and advisory board to DARS, promotes an efficient, coordinated approach by state government to meeting the needs of older Virginians; and

WHEREAS, Virginia's Blueprint for Livable Communities and Virginia's Four-Year Plan for Aging Services offer a framework for local communities and the Commonwealth to streamline access to services and supports for older adults and caregivers through resources such as the Virginia Area Agencies on Aging and Virginia Easy Access; and

WHEREAS, the Virginia area agencies on aging, which are vital parts of Virginia's aging network, recognize that integrated planning is a critical need for the coming Age Wave; working in collaboration with community and civic organizations, local governments, and business partners, they are crafting regional plans that will promote livable communities for residents of all ages and abilities; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the Virginia Area Agencies on Aging and their public and private partners be encouraged to conduct local and regional Age Wave planning. The planning should be conducted using the Older Dominion Partnership research and the work of the Blueprint for Liviable Communities initiative to inform promotion of livable communities and to highlight best practices in housing, transportation, and community-based housing; and, be it

RESOLVED FURTHER, That the Clerk of the Senate transmit a copy of this resolution to the Virginia Association of Area Agencies on Aging, requesting that the Association further disseminate copies of this resolution to their respective constituents so that they may be apprised of the sense of the General Assembly of Virginia in this matter.
