WHEREAS, Stephen Hartwell of Mount Vernon, a veteran of World War II, successful businessman, and admired community supporter, died on December 14, 2011; and WHEREAS, a native of Philadelphia, Stephen Hartwell graduated from Lafayette College and spent three years as an investment analyst until joining the United States Army Signal Corps as the nation entered World War II; and WHEREAS, a dedicated soldier, Stephen Hartwell proudly served his country for five years as an intelligence officer, rising to the rank of major before his discharge in 1946; and WHEREAS, following his distinguished military service, Stephen Hartwell worked for the Federal Aviation Administration and served as chief of staff at the Atomic Energy Commission before returning to his career in investment banking; and WHEREAS, a trusted financial leader, Stephen Hartwell was elected executive vice president of the Steadman Funds in 1954; became vice president, president, chairman of the board of directors, and chairman emeritus of Washington Mutual Investors Fund; and served on the National Association of Securities Dealers district committee; and WHEREAS, Stephen Hartwell provided sound advice as chair of the Board of Advisors of Woodlawn National Bank; advisor to Clarendon Bank and Trust Company and its successor, First American Bank of Virginia; and trustee of the INOVA Health System; and WHEREAS, Stephen Hartwell also served as president of the Colchester Corporation, director of numerous other companies, and partner in several real estate ventures in the Mount Vernon area of Fairfax County; and WHEREAS, Stephen Hartwell generously gave of his time and talents to the community, serving in various capacities with the Fairfax County Planning Commission, Northern Virginia Regional Planning and Economic Development Commission, and American University; and WHEREAS, Stephen Hartwell worked to preserve some of the area's and nation's notable historic sites through his involvement with the Woodlawn Plantation Council of the National Trust for Historic Preservation and the Mount Vernon Guard; and WHEREAS, Stephen Hartwell also remained loyal to his fraternity, Zeta Psi, serving as president of the national organization, and took an active role in Republican Party efforts; and WHEREAS, Stephen Hartwell provided prudent guidance as chair of the Virginia College Building Authority as he sought to serve the institutions of higher education in the Commonwealth; and WHEREAS, a dedicated and hardworking Virginian, Stephen Hartwell leaves behind a sterling legacy of service to his industry, community, Commonwealth, and country that others may strive to emulate; and WHEREAS, Stephen Hartwell will be fondly remembered and greatly missed by his wife of 32 years, Norma; sons, Stephen and Robert, and their families; stepchildren, Warren and Elizabeth, and their families; and numerous other family members and friends; now, therefore, be it RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of an outstanding Virginian, Stephen Hartwell; and, be it RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Stephen Hartwell as an expression of the General Assembly's respect for his memory. |
