SENATE JOINT RESOLUTION NO. 5
Celebrating the life of Charles Wayne Payne, Sr.

WHEREAS, Charles Wayne Payne, Sr., a former chair of the Stafford County Board of Supervisors, entrepreneur, and active member of his community, died on April 8, 2023; and

WHEREAS, Charles "Togie" Payne grew up in Falmouth and graduated from Stafford Senior High School, where he was a standout basketball and baseball player; and

WHEREAS, well-known for his scoring ability and tenacity on the court, Togie Payne continued to play basketball at what were then known as Chowan College and Mary Washington College; in the 1960s and 1970s, he played for a local semiprofessional team, the Stafford Braves, and later worked as a high school basketball referee; and

WHEREAS, Togie Payne sold sports equipment to high schools, colleges, and professional teams on behalf of several companies over the years, and he supported the local sports community as the owner of Togie's Dugout; and

WHEREAS, desirous to be of further service to the community as a whole, Togie Payne ran for and was elected to the Stafford County Board of Supervisors, serving from 1978 to 1982; he was also elected by his fellow members of the board as chair in 1981; and

WHEREAS, Togie Payne brought joy to others through his kindness, compassion, charm, and quick wit; he was a passionate collector of sports memorabilia and an avid sports fan, who relished every opportunity to watch a good game with family and friends; and

WHEREAS, Togie Payne will be fondly remembered and greatly missed by his children, Charlie, Frank, and Julia, and their families; his stepson, Chip, and his family; and numerous other family members and friends; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of Charles Wayne Payne, Sr., a former public servant, entrepreneur, and highly admired member of the Stafford County community; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Charles Wayne Payne, Sr., as an expression of the General Assembly's respect for his memory.
