SENATE JOINT RESOLUTION NO. 80
Commending Stuart S. Malawer.

WHEREAS, Stuart S. Malawer, a highly respected attorney specializing in international trade and a distinguished professor of law and international trade at the Law School and the School of Policy and Government at George Mason University, retired from the institution in 2023, completing more than five decades of service as an educator; and

WHEREAS, Stuart Malawer holds a law degree from Cornell University and a doctorate in international relations from the University of Pennsylvania; he conducted additional studies at Harvard University, St. Peter's College Oxford, and at the Hague Academy of International Law; and

WHEREAS, Stuart Malawer joined George Mason University in the late 1970s and was a founding member of what is now the Antonin Scalia Law School and the Schar School of Policy and Government; and

WHEREAS, Stuart Malawer was the founder and director of the Graduate International Transactions Program and the Oxford Summer Trade Program at George Mason University; and

WHEREAS, Stuart Malawer inspired generations of students at George Mason University, was consistently rated as one of the best professors at the institution by students, and received the Distinguished Faculty Member of the Year Award; and

WHEREAS, well-known in the legal profession, Stuart Malawer has been a member of the Virginia State Bar since 1979 and served as chair of the International Practice Section, winning the Hardy Cross Dillard Award for his commitment to excellence; and

WHEREAS, in 2009, Stuart Malawer was appointed to the board of directors of the Virginia Economic Development Partnership (VEDP) by Governor Tim Kaine; he was subsequently appointed by Governor Terry McAuliffe and reappointed by Governor Ralph Northam to the VEDP Advisory Committee on International Trade; and

WHEREAS, Stuart Malawer is an accomplished world traveler who has visited several nations around the world, and he ably represented the Commonwealth as a delegate on trade missions to China, Japan, and India; and

WHEREAS, Stuart Malawer served as the only American editor for China and WTO Review, the leading international law journal in the Republic of Korea; he has written numerous books and journal articles on international law, international trade, foreign policy, and national security; and

WHEREAS, in addition, Stuart Malawer serves as an international arbitrator for the American Arbitration Association, offering his wisdom and expertise to law firms and companies engaged in international transactions; and

WHEREAS, Stuart Malawer currently lives in Great Falls, and both of his children have followed in his footsteps and entered public service as attorneys with the federal government; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Stuart S. Malawer, a distinguished attorney and educator, on the occasion of his retirement from George Mason University; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Stuart S. Malawer as an expression of the General Assembly's admiration for his personal and professional achievements and best wishes on his well-earned retirement.
