SENATE RESOLUTION NO. 131
Celebrating the life of Samuel Smallwood Ellis.

 

Agreed to by the Senate, March 6, 2024

 

WHEREAS, Samuel Smallwood Ellis, an honorable veteran, esteemed law-enforcement officer, former chief of the Manassas City Police Department, and a beloved member of the Manassas community, died on December 10, 2023; and

WHEREAS, after attending the University of Maryland on an athletic scholarship, Samuel "Sam" Ellis served his country with honor and distinction as a member of the United States Marine Corps; and

WHEREAS, Sam Ellis devoted 20 years to protecting and serving the citizens of Fairfax as an officer with Fairfax City Police Department, including 10 years as its deputy chief; and

WHEREAS, despite the arduous demands of a career in law enforcement, Sam Ellis earned a bachelor's degree in the administration of justice from The American University and also graduated from the FBI National Academy; and

WHEREAS, from 1984 to 1992, Sam Ellis served as chief of the Manassas City Police Department, where he contributed greatly to the modernization of the police force in several areas, enabling the department to handle the six-fold increase in service calls it experienced over his tenure and to enhance its interactions with the community; and

WHEREAS, Sam Ellis was a mentor to many officers of the Manassas City Police Department and helped guide them through a number of tragedies the agency faced during his time as chief; and

WHEREAS, Sam Ellis will be fondly remembered and dearly missed by his loving wife; his children, Cheryl, Darlene, and Rachel, and their families; and numerous other family members and friends; now, therefore, be it

RESOLVED, That the Senate of Virginia hereby note with great sadness the loss of Samuel Smallwood Ellis, a cherished member of the Manassas community whose leadership and integrity were an inspiration to all who knew him; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Samuel Smallwood Ellis as an expression of the Senate of Virginia's respect for his memory.
