HOUSE CONCURRENT RESOLUTION 105

Requesting the Joint Committee on Government and Finance study economic policy strategies and incentives for drawing into West Virginia employers employing 50 persons or less located in high tax, high regulation, anti-competitive locations out of state.
Whereas, an unknown number of employers employing 50 persons or less are located in high tax, high regulation, anti-competitive locations out of state; and
Whereas, employers employing 50 persons or less located in high tax, high regulation, anti-competitive locations out of state likely have businesses that are less financially successful than they would be in low tax, reasonable regulation, pro-business locations in West Virginia; and
Whereas, high tax, high regulation, anti-competitive locations out of state such as Boston, New York City, Baltimore, Philadelphia Chicago, Denver, Seattle, San Francisco, and Los Angeles, among many others, likely contain hundreds if not thousands of employers employing 50 persons or less, that are stranded in such high tax, high regulation, anti-competitive municipalities; and
Whereas, West Virginia desires to incentivize employers employing 50 persons or less located in high tax, high regulation, anti-competitive locations out of state to come to West Virginia and become more financially successful through our state’s pro-business climate; therefore, be it
Resolved by the Legislature of West Virginia:
That the Committee on Government and Finance is hereby requested to study economic policy strategies and incentives for drawing into West Virginia employers employing 50 persons or less located in high tax, high regulation, anti-competitive locations out of state such as Boston, New York City, Baltimore, Philadelphia Chicago, Denver, Seattle, San Francisco, and Los Angeles, among many others; and, be it
Further Resolved, That the Committee on Government and Finance is hereby requested to research the feasibility of revisions to state law that could help facilitate economic policy strategies and incentives for drawing into West Virginia employers employing 50 persons or less located in high tax, high regulation, anti-competitive locations out of state; and, be it
Further Resolved, That not later than sixty days prior to the beginning of the 2023 regular session of the Legislature, the Joint Committee on Government and Finance report on its findings, conclusions, and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct a study, prepare reports, and draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
