AN ACT
AMENDING Title 15, chapter 13, article 2, Arizona Revised Statutes, by adding section 15-1626.01; relating to universities.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 15, chapter 13, article 2, Arizona Revised Statutes, is amended by adding section 15-1626.01, to read:
15-1626.01. Transfer of fees for student organizations; opt‑in; prohibited use
A. A university under the jurisdiction of the Arizona board of regents shall not transfer any portion of the tuition or fees collected from students pursuant to section 15‑1626 to an organization consisting of students enrolled at that university if any portion of the monies transferred to the student organization will be used for the purpose of influencing the outcome of an election or to advocate support for or opposition to pending or proposed legislation.
B. A student enrolled in a university under the jurisdiction of the Arizona board of regents shall affirmatively consent in writing to the transfer of a specific amount of that student's tuition or fees to a specified student organization before any portion of that student's tuition or fees may be transferred by the university to a student organization. If a student does not affirmatively consent in writing pursuant to this subsection, no portion of that student's tuition or fees may be transferred by the university to a student organization.
