AN ACT

 

providing for annual well reporting from certain groundwater basins.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Temporary well reporting; Hualapai Valley, Sacramento Valley, Renegras Plain, McMullen Valley, Butler Valley basins; limitations; annual report; delayed repeal

A.  Notwithstanding any other law, the owner of a well that is located in the Hualapai Valley basin, the Sacramento Valley basin, the Renegras Plain basin, the McMullen Valley basin or the Butler Valley basin shall report the amount of water withdrawn by that well if all of the following apply:

1.  The well was drilled on or after January 1, 2012.

2.  The well has a pump with a maximum capacity of more than one hundred gallons per minute.

B.  The owner of a well described in subsection A of this section that does not use a meter to measure water withdrawals and diversions shall maintain records of the estimated amount of withdrawals, diversions and deliveries of water in the form as prescribed by the director of water resources.  The owner of the well shall file with the department of water resources an annual report on the amount of water withdrawn and the director of water resources shall provide for both electronic or paper filing of the report.  The report shall be filed on or before December 10 of 2018, 2019 and 2020 in the form as prescribed by the director of water resources and shall be complete for the preceding twelve calendar months.

C.  This section is repealed from and after December 31, 2020.
