(TEXT OF BILL BEGINS ON NEXT PAGE)

Whereas, concussions are brain injuries; and

Whereas, all concussions are serious; and

Whereas, concussions can occur without loss of consciousness; and

Whereas, concussions can occur in any sport; and

Whereas, most sports-related concussions are never diagnosed because athletes may not recognize or report the symptoms of concussions; and

Whereas, among people who are 15 to 24 years of age, sports are second only to motor vehicle crashes as the leading cause of traumatic brain injury; and

Whereas, annually, 3.8 million children and adults in the United States experience a sports-related concussion; and

Whereas, during the last decade, emergency department visits for sports-related and recreation-related traumatic brain injuries among children and adolescents have increased nationally by 60 percent; and

Whereas, concussions have the potential to result in death and long‑term neurological impairment; and

Whereas, concussions affect at least ten percent of young athletes in Arizona each year; and

Whereas, recognition and proper management of concussions when they first occur can help prevent further injury or even death; and

Whereas, it is critical that coaches, players and parents be aware of the inherent dangers of concussions and how to properly perform a concussion evaluation; and

Whereas, Arizona recognizes the importance of outreach programs to educate health care providers in the evaluation and management of young athletes who have sustained a concussion.

Therefore

Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:

That the Members of the Legislature proclaim August 20, 2015 as Concussion Awareness Day in the State of Arizona.
