AN ACT

 

ESTABLISHING the joint legislative study committee on character education.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Joint legislative study committee on character education; membership; duties; report; delayed repeal

A.  The joint legislative study committee on character education is established consisting of the following members:

1.  One member of the senate who is appointed by the president of the senate.

2.  One member of the senate who is appointed by the minority leader of the senate.

3.  One member of the house of representatives who is appointed by the speaker of the house of representatives.

4.  One member of the house of representatives who is appointed by the minority leader of the house of representatives.

5.  The director of the office of special populations and character education within the department of education, or the director's designee.

6.  A member of the governor's Arizona ready education council who is appointed by the governor.

7.  A representative of a statewide organization that represents school counselors who is appointed by the minority leader of the senate.

8.  A representative of a statewide organization that represents public school teachers who is appointed by the speaker of the house of representatives.

B.  The study committee shall select a chairperson and develop a list of approved curricula for character education programs for pupils in kindergarten programs and grades one through twelve that teachers may use as an alternative to character education programs offered by third‑party vendors.

C.  The department of education and the state board for charter schools shall provide staff and support services to the committee.

D.  The committee shall meet at places and times the chairperson deems necessary or convenient, and all meetings shall be open to the public.

E.  Members of the study committee are not eligible to receive compensation but are eligible for reimbursement of expenses pursuant to title 38, chapter 4, article 2, Arizona Revised Statutes.

F.  On or before January 1, 2016, the study committee shall submit a report regarding its findings and recommendations to the governor, the speaker of the house of representatives and the president of the senate and provide a copy of its report to the secretary of state.  

G.  This section is repealed from and after September 30, 2016.
