AN ACT
amending Title 15, chapter 2, article 2, Arizona Revised Statutes, by adding section 15-249.04; making an APPROPRIATION; relating to the department of education.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 15, chapter 2, article 2, Arizona Revised Statutes, is amended by adding section 15-249.04, to read:
15-249.04. Smart school technology program; termination
A. The department of education shall establish the smart school technology program.
B. The department of education, with input from the independent evaluating committee established pursuant to subsection E of this section, shall issue a request for proposals for the development and implementation of a one‑to‑one whole-school technology deployment plan for the public schools in this state.
C. The independent evaluating committee shall evaluate proposals submitted pursuant to subsection B of this section based on a provider's experience with integrated whole-school technology deployments and the components of the submitted whole-school technology deployment plan. The department of education shall select a single education technology provider with integrated whole-school technology deployment experience from the recommendations submitted by the independent evaluating committee. The educational technology provider selected by the department of education shall develop a customized whole-school technology deployment plan for each school that is selected to participate in the program.
D. The department of education shall establish an application process and develop selection criteria for charter schools and schools that are operated by school districts to voluntarily apply to participate in the smart school technology program. The department, with input from the independent evaluating committee, shall select schools to participate in the program. The selection criteria shall be developed to select schools:
1. That are located in different areas of this state.
2. That are located in rural and urban areas.
3. With a variety of economic and demographic characteristics.
4. With documented technology plans that include:
(a) policies and procedures for the use of technology.
(b) Plans for the ongoing use of technology.
(c) A list of existing technology and digital learning strategies.
(d) A plan to implement curriculum‑based software.
E. An independent evaluating committee shall be established in the department of education. The independent evaluating committee shall:
1. Advise the department of education on the request for proposals issued pursuant to subsection B of this section.
2. Evaluate the proposals submitted in response to the request for proposals issued pursuant to subsection B of this section.
3. Submit a list to the department of education of recommended schools for participation in the program.
F. The independent evaluating committee shall consist of the following members:
1. One member of the senate who is appointed by the president of the senate.
2. One member of the house of representatives who is appointed by the speaker of the house of representatives.
3. The superintendent of public instruction, or the superintendent's designee.
4. Two members who are appointed by the state board of education.
5. The chief information officer for information technology appointed pursuant to section 41‑3503, or the chief information officer's designee.
6. A member of the governor's staff with expertise in education or the chief administrator of a division in the governor's office that is devoted to education, who is appointed by the governor.
G. The whole-school technology deployment plan shall be based on proposals submitted to the independent evaluating committee and shall include all of the following components:
1. a mobile learning tablet and cover case for every student and teacher at schools selected to participate in the program.
2. desktop or laptop computers for every classroom at schools selected to participate in the program.
3. peripherals and networking equipment, including a robust wireless network.
4. audio enhancement equipment.
5. digital projectors or televisions with device mirroring technology.
6. Internet filtering.
7. operating software for the system, including software that connects digital learning devices among students and a teacher to facilitate classroom interaction.
8. professional development for educators and technology specialists in each of the following areas:
(a) operation and use of the technology equipment.
(b) accessing and using online content.
(c) ongoing technical support.
H. The department of education may contract with an independent entity to conduct periodic or annual EVALUATIONS of the program.
I. The program established by this section ends on July 1, 2023 pursuant to section 41-3102.
Sec. 2. Appropriation; smart school technology program
The sum of $______________ is appropriated from the state general fund in fiscal year 2013-2014 to the department of education for the purposes of establishing and administering the smart school technology program prescribed in section 15‑249.04, Arizona Revised Statutes, as added by this act.
