An act to amend Section 3111 of the Government Code, relating to state government. An act to add Section 8588.9 to the Government Code, relating to state government.

AB 1548, as amended, Gabriel. Volunteers. California State Nonprofit Security Grant Program.
Existing law establishes the Office of Emergency Services within the office of the Governor and under the supervision of the Director of Emergency Services and makes the office responsible for the state’s emergency and disaster response services for natural, technological, or manmade disasters and emergencies.
This bill would establish the California State Nonprofit Security Grant Program under the administration of the director to improve the physical security of nonprofit organizations that are at high risk of terrorist attack due to ideology, beliefs, or mission.

Existing law, the California State Government Volunteer Act, authorizes each state department or division to utilize the services of volunteers, as specified. Existing law defines the term volunteers for these provisions.

This bill would make a nonsubstantive change to the provision defining “volunteers.”

The people of the State of California do enact as follows:


SECTION 1.

 Section 8588.9 is added to the Government Code, to read:

8588.9.
 (a) The California State Nonprofit Security Grant Program is hereby established under the administration of the director to improve the physical security of nonprofit organizations that are at high risk of terrorist attack due to ideology, beliefs, or mission.
(b) The operation of this section is contingent upon an appropriation in the annual Budget Act for purposes of the California State Nonprofit Security Grant Program.
(c) The director shall adopt, as necessary, application procedures, forms, administrative guidelines, and other requirements for purposes of implementing and administering the California State Nonprofit Security Grant Program.

SECTION 1.Section 3111 of the Government Code is amended to read:
3111.

As used in this chapter:

(a)“Volunteer” means any person who, of their own free will, provides goods or services, without any financial gain, to any state agency, as defined in Section 11000;

(b)“Administrative volunteer” means any person serving voluntarily on boards, commissions or other similar bodies with California state government; and

(c)“Direct service volunteer” means any person involved in specific volunteer service that includes one to one relationships or assistance to recipients of government services.
