AB 1777, as introduced, Ting.
Autonomous vehicles.
Existing law authorizes the operation of an autonomous vehicle on public roads for testing purposes by a driver who possesses the proper class of license for the type of vehicle operated if specified requirements are satisfied. Existing law prohibits the operation of an autonomous vehicle on public roads until the manufacturer submits an application to the Department of Motor Vehicles, as specified, and that application is approved.
This bill would express the intent of the Legislature to enact legislation regarding autonomous vehicles, as specified.

The people of the State of California do enact as follows:
SECTION 1.
It is the intent of the Legislature to enact legislation to do all of the following:(a) Enact enforcement provisions pertaining to autonomous vehicles that comply with all of the following:
(1) Require automated vehicles operated by a permittee to comply with all of the traffic laws in the Vehicle Code.
(2) In the case of a violation of the Vehicle Code, require the individual car violating the law to be assessed fines and points in the same manner as a human driver.
(3) Require the permittee with the license or permit to operate the vehicle to
pay all relevant fines.
(b) Require the Department of Motor Vehicles and Public Utilities Commission to publish data.
