Grant Information Act of 2018: internet web portal: climate-related grants: childcare sector.
Existing law, the Grant Information Act of 2018, requires the California State Library to create a funding opportunities internet web portal that provides a centralized location for grant seekers to find state grant opportunities. Existing law requires the Natural Resources Agency to update every 3 years the state’s climate adaptation strategy, known as the Safeguarding California Plan, and to coordinate with other state agencies to identify vulnerabilities to climate change by sectors, including, among others, transportation and public health.
This bill would require the library, in consultation with the agency, to include on the above-described internet web portal the category “childcare” under the category tab, in order to ensure that the childcare sector has the ability to search for climate-related grants applicable to childcare providers.
tab, and would also require the library to consult with all agencies and departments administering grants that are included on the portal to identify and indicate on the portal grants in which childcare providers are eligible applicants. The bill would require those agencies and departments to provide the library with information relating to the eligibility of childcare providers for grant identification purposes.

The people of the State of California do enact as follows:
SECTION 1.
The Legislature finds and declares all of the following:(a) The childcare sector is physically vulnerable to the stress of natural disasters and other extreme climate events, which puts childcare and development programs at an increased risk of permanent closure.
(b) The consequences are often most severe for communities of color where environmental injustices and racial injustices compound.
(c) Black and Latino children, families, and neighborhoods tend to have the least access to high-quality early care and education and
are most likely to live in places with extreme weather made worse by climate change.
SEC. 2.
Section 8333.1 of the Government Code is amended to read:8333.1.
(a) On or before July 1, 2020, the California State Library shall create a funding opportunities internet web portal that provides a centralized location for grant seekers to find state grant opportunities. The funding opportunities internet web portal shall include, but is not limited to, an interactive internet website that is launched to include, at a minimum, information identifying every grant administered by the state and any incentive opportunities allocated by statute or in the annual budget that will provide local assistance funds. The California State Library, in consultation with the Strategic Growth Council and the State Air Resources Board, shall ensure that the internet website is accessible and provides helpful information to a diverse set of potential applicants, including nonprofit and community-based organizations, and other entities that are working to support and benefit disadvantaged and low-income communities.(b) The California State Library shall provide a link to the internet web portal as specified and pursuant to paragraph (2) of subdivision (c) of Section 12098.4.
(c) In order to ensure that the childcare sector has the ability to search for climate-related grants applicable to childcare providers, the California State Library, in consultation with the Natural Resources Agency, The California State Library shall include on the internet web portal described in subdivision (a)
the category “childcare” under the category tab.
(d) (1) The California State Library shall consult with the agencies and departments administering grants that are included on the portal to identify and indicate on the portal grants in which childcare providers are eligible applicants.
(2) The state agencies and departments described in paragraph (1) shall provide the California State Library with information relating to the eligibility of childcare providers for grant identification purposes.
