Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as one of the segments of public postsecondary education in this state. Existing law, the Seymour-Campbell Student Success Act of 2012, provides that the purpose of the act is to increase California community college student access and success by providing effective core matriculation services of orientation, assessment and placement, counseling, and other education planning services, and academic interventions.
This bill would require, on or before January 1, 2024, the governing board of each community college district to make available to the public, as specified, the schedule of courses that must be completed to obtain, and the number of academic years, months, semesters, or terms that it takes to obtain, each associate of arts degree and certificate offered by a community college maintained by the district. The bill would require, on or before January 1, 2024, the governing board of each community college district to offer each course required for the completion of each associate of arts degree and each certificate offered by a college college, as specified, and, to the extent that compliance with this requirement is not practicable, would require the governing board to (1) hold a public hearing and make findings on why its compliance with the requirement is not practicable, (2) develop, approve, and present to the chancellor’s office, for the chancellor’s office’s review and approval, a plan to comply with the requirement within the earliest timeframe possible, up to a maximum of 6 years, as provided, and (3) make its findings and plan available to the public, as specified. practicable. By imposing new duties on community college districts, this bill would impose a state-mandated local program.
The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.
This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.

The people of the State of California do enact as follows:


SECTION 1.

 Section 78217 is added to the Education Code, to read:

78217.
 (a) As used in this section, the following definitions apply:
(1) “Chancellor’s office” means the office of the Chancellor of the California Community Colleges.
(2) “College” means a community college maintained by a district.
(3) “District” means a community college district.
(b) (1) On or before January 1, 2024, and annually thereafter, the governing board of each district shall make available to the public in a manner most convenient to the public, including public, by publishing on a college’s internet website and the district’s internet website, all of the following information:
(A) The schedule of courses that must be completed to obtain each associate of arts degree offered by the college.
(B) The schedule of courses that must be completed to obtain each certificate offered by the college.
(C) The number of academic years, months, semesters, or terms that it takes to obtain each associate of arts degree offered by the college.
(D) The number of academic years, months, semesters, or terms that it takes to obtain each certificate offered by the college.
(2) Information published pursuant to subparagraphs (C) and (D) of paragraph (1) shall be disaggregated by associate of arts degrees and certificates, and shall include associate of art degree and certificate completion rates for the prior year disaggregated by race, ethnicity, and economic status of the college’s students. status.
(3) On or before a date determined by the chancellor’s office, but no later than ____ December 31, 2023, and ____ December 31 of each year thereafter, the governing board of each district shall submit a report to the chancellor’s office in the form determined by the chancellor’s office. Each report shall include the information and data collected from the district’s college or colleges pursuant to this subdivision for the prior year.
(4) On or before March 31, 2024, the chancellor’s office shall compile and submit the reports received by the governing boards pursuant to paragraph (3) to the Legislature. Reports submitted pursuant to this paragraph shall be submitted in compliance with Section 9795 of the Government Code.
(c) On or before January 1, 2024, the governing board of each district shall within two academic years offer offer, at a minimum, each course required for the completion of each associate of arts degree offered by a college maintained by the district. To the extent that compliance with this subdivision is not practicable, the governing board shall do all of the following: shall hold
(1)Hold a public hearing and make findings on the reasons why compliance with this subdivision is not practicable, and report these findings to the chancellor’s office. office by May 1, 2024.

(2)Develop, approve, and present to the chancellor’s office, for its review and approval, a plan to comply with this subdivision within the earliest timeframe possible, up to a maximum of six years. The plan shall provide benchmarks and other information for annual improvement to comply with this subdivision.

(3)Make available to the public in a manner most convenient to the public, including publishing on the college’s internet website and the district’s internet website, the governing board’s findings pursuant to paragraph (1) and the plan pursuant to paragraph (2) upon approval of the plan by the chancellor’s office.

(d) On or before January 1, 2024, the governing board of each district shall within ____ months offer offer, at a minimum, each course required for the completion of each certificate offered by a college college, at least once within the timeframe that a part-time student would complete the certificate maintained by the district. To the extent that compliance with this subdivision is not practicable, the governing board shall do all of the following: shall hold
(1)Hold a public hearing on and make findings on the reasons why compliance with this subdivision is not practicable and report these findings to the chancellor’s office. office by May 1, 2024.

(2)Develop, approve, and present to the chancellor’s office, for its review and approval, a plan to comply with this subdivision within the earliest timeframe possible, up to a maximum of six years. (e)The chancellor’s office shall review and develop standards for the approval of plans submitted by districts pursuant to paragraph (2) of subdivision (c) and paragraph (2) of subdivision (d) to comply with subdivisions (c) and (d).

(e) On or before September 1, 2024, the chancellor’s office shall compile and submit the reports received by the governing boards pursuant to subdivisions (c) and (d) to the Legislature. Reports submitted pursuant to this subdivision shall be submitted in compliance with Section 9795 of the Government Code.

SEC. 2.

 If the Commission on State Mandates determines that this act contains costs mandated by the state, reimbursement to local agencies and school districts for those costs shall be made pursuant to Part 7 (commencing with Section 17500) of Division 4 of Title 2 of the Government Code.
