An act to add Sections 454.58 and 913.7 to, and to add and repeal Section 913.16 of, the Public Utilities Code, relating to electricity.

SB 1006, as introduced, Padilla. Electricity: transmission capacity: reconductoring and grid enhancing technologies.
Existing law vests the Public Utilities Commission with jurisdiction over public utilities, including electrical corporations. Existing law establishes the policy of the state that eligible renewable energy resources and zero-carbon resources supply 90% of all retail sales of electricity to California end-use customers by December 31, 2035, 95% of all retail sales of electricity to California end-use customers by December 31, 2040, 100% of all retail sales of electricity to California end-use customers by December 31, 2045, and 100% of electricity procured to serve all state agencies by December 31, 2035. Under existing law, a violation of an order, decision, rule, direction, demand, or requirement of the commission is a crime.
This bill would require the commission to ensure that the state is on track to deliver specified transmission capacities by certain dates. To the extent that the commission would issue an order, decision, rule, direction, demand, or requirement to implement this requirement, a violation of which would be a crime, this bill would impose a state-mandated local program. The bill would require the commission to annually submit a report to the Legislature that describes the progress made towards achieving those transmission capacity goals, identifies challenges to achieving those goals, and makes recommendations on legislation necessary to overcome those challenges.
This bill would require the commission, on or before November 1, 2026, to conduct a study on the cost savings and efficiencies that may result from using reconductoring and other grid enhancing technologies to improve grid reliability. The bill would require the commission to post the results of the study on its internet website and to submit to the Legislature a report on the results of the study.
The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.
This bill would provide that no reimbursement is required by this act for a specified reason.

The people of the State of California do enact as follows:


SECTION 1.

 Section 454.58 is added to the Public Utilities Code, to read:

454.58.
 Consistent with the Independent System Operator’s transmission planning process, the commission shall ensure that the state is on track to deliver 85 gigawatts of transmission capacity by December 31, 2035, 125 gigawatts of transmission capacity by December 31, 2040, and 165 gigawatts of transmission capacity by December 31, 2045.

SEC. 2.

 Section 913.7 is added to the Public Utilities Code, to read:

913.7.
 Notwithstanding Section 10231.5 of the Government Code, the commission shall annually submit a report to the Legislature that describes the progress made towards achieving the goals specified in Section 454.58, identifies any challenges to achieving those goals, and makes recommendations on legislation that may be necessary to overcome those challenges.

SEC. 3.

 Section 913.16 is added to the Public Utilities Code, to read:

913.16.
 (a) On or before November 1, 2026, the commission shall conduct a study on the cost savings and efficiencies that may result from using reconductoring and other grid enhancing technologies to improve grid reliability.
(b) The commission shall post the results of the study on its internet website.
(c) (1) The commission shall submit to the Legislature a report on the results of the study.
(2) Pursuant to Section 10231.5 of the Government Code, this section is repealed on January 1, 2031.

SEC. 4.

 No reimbursement is required by this act pursuant to Section 6 of Article XIII B of the California Constitution because the only costs that may be incurred by a local agency or school district will be incurred because this act creates a new crime or infraction, eliminates a crime or infraction, or changes the penalty for a crime or infraction, within the meaning of Section 17556 of the Government Code, or changes the definition of a crime within the meaning of Section 6 of Article XIII B of the California Constitution.
