LEGISLATIVE COUNSEL'S DIGEST
Existing law makes certain specified funds available to the County of San Diego for the development, improvement, rehabilitation, protection, and restoration of natural and park lands in the Tijuana River Valley, for studies, as prescribed, and for the development of a campground planned for the Tijuana River Valley, as described.
This bill would express the intent of the Legislature to later enact legislation that would provide a framework to work with the governments of the State of Baja California and the Republic of Mexico to develop a binational watershed management plan for the Tijuana River Valley with the purpose of bringing multiple stakeholders to assess the needs of the Tijuana River Valley and collaborate to develop an ecosystem-based strategy to conserve, restore, and protect the Tijuana River Valley and enhance the overall health of the watershed while addressing
transboundary flows of pollution across the border through goals, timelines, and potential action items.

The people of the State of California do enact as follows:
SECTION 1.
Section 32656.2 is added to the Public Resources Code, to read:32656.2.
(a) The conservancy shall work with the State Water Resources Control Board, the State Coastal Conservancy, and the California Environmental Protection Agency to create a binational watershed management plan for the Tijuana River Valley, which should be developed in coordination with the appropriate Mexican entities to encapsulate the whole watershed.
