AN ACT PROHIBITING EXPENDITURES RESULTING FROM STORM MAINTENANCE, IMPROVEMENT OR REPAIR FROM BEING FACTORED INTO ELECTRIC OR GAS UTILITY RATES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That subsection (b) of section 16-32h of the general statutes be amended to prohibit the Public Utilities Regulatory Authority from allowing electric distribution companies and gas companies to recover, by means of utility rates, any costs incurred in vegetation management, tree trimming, or the maintenance, improvement or repair of utility infrastructure resulting from actual or anticipated storm event damage.

Statement of Purpose:

To prohibit electric distribution companies and gas companies from recovering, by means of utility rates, costs incurred from utility infrastructure maintenance, improvement or repair resulting from actual or anticipated storm damage.
