AN ACT REQUIRING LAW ENFORCEMENT REPORTING OF THE SERVICE OF ALCOHOL TO MINORS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2010) When the Division of State Police within the Department of Public Safety, an organized local police department or a constable who performs criminal law enforcement duties for a town completes an investigation regarding the serious injury or death of a person under twenty-one years of age who has been served alcoholic liquor by a person holding or acting on behalf of the holder of a permit authorizing the sale of alcoholic liquor to the public pursuant to title 30 of the general statutes, the Commissioner of Public Safety, such local police department or such constable, as applicable, shall notify the Commissioner of Consumer Protection not later than one week after the completion of such investigation. Such notification shall be in writing and shall contain the name of the seriously injured or dead person, the date and time of the alleged incident, the name and address of the permit holder, and the outcome of the investigation.

Sec. 2. (NEW) (Effective October 1, 2010) No person, firm, partnership, association or corporation shall utilize an electronic pricing system to sell alcoholic liquor at retail unless such electronic pricing system requires a person to verify that such alcoholic liquor is not sold to a minor in violation of section 30-86 of the general statutes. For purposes of this subsection, "minor" means any person under twenty-one years of age and "electronic pricing system" means a system that utilizes a universal product coding bar code by means of a scanner in combination with a cash register to record and total a customer's purchases.

This act shall take effect as follows and shall amend the following sections:
