AN ACT CONCERNING THE ENFORCEMENT AND PERMITTING DUTIES OF THE DEPARTMENT OF ENVIRONMENTAL PROTECTION.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective from passage) The Commissioner of Environmental Protection shall establish staffing levels for the Department of Environmental Protection that enable the department to fully perform all of the department's permitting and enforcement responsibilities in a timely and responsive manner. Not later than February 1, 2012, the commissioner shall provide the joint standing committee of the General Assembly having cognizance of matters relating to the environment with a written copy of such staffing levels.

This act shall take effect as follows and shall amend the following sections:

Statement of Purpose:

To require certain staffing levels within the Department of Environmental Protection that will enable the agency to improve critical services to the regulated community and the citizens of this state.
