AN ACT CONCERNING SILENT SERVICE NUMBER PLATES FOR MOTOR VEHICLES FOR VETERANS WHO SERVED ABOARD SUBMARINES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2011) The Commissioner of Motor Vehicles, at the request of any veteran, as defined in subsection (a) of section 27-103 of the general statutes, who served aboard a naval submarine, shall register any motor vehicle owned or leased for a period of at least one year by such veteran and shall issue a special certificate of registration and a set of number plates for each such vehicle. At the time of such request, such veteran shall present his or her military discharge document, as defined in section 1-219 of the general statutes. Prior to the issuance of such special certificate of registration and number plates, the commissioner shall verify from such military discharge document that such veteran served aboard a naval submarine. Such plates shall bear the words "Silent Service", and the design of such plates shall be approved by a committee established by the commissioner. Such number plates shall expire and be renewed as provided in section 14-22 of the general statutes. The commissioner shall charge a fee for such plates which shall cover the entire cost of making the same and which shall be in addition to the fee for registration of such vehicle.

This act shall take effect as follows and shall amend the following sections:
