AN ACT CONCERNING PUPPY MILLS AND THE ORIGIN OF OTHER POTENTIALLY SICK DOGS IMPORTED INTO THIS STATE.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) Not later than January 1, 2011, and in accordance with the provisions of section 11-4a of the general statutes, the Commissioner of Agriculture shall submit a report to the joint standing committee of the General Assembly having cognizance of matters relating to the environment on the adequacy of section 22-354 of the general statutes in limiting the importation of sick puppies into this state. Such report shall include, but need not be limited to: (1) An assessment of the efficacy of certificates of origin, as described in subsection (b) of section 22-354 of the general statutes, in: (A) Limiting the number of dogs imported into this state from puppy mills, and (B) informing the purchaser of a dog from a pet shop licensee of the possibility that a puppy mill bred such dog, (2) any information the commissioner deems relevant concerning sources, other than puppy mills, of sick dogs imported into this state, and (3) any recommendations to expand the enforcement authority available to the commissioner or any other department or agency of this state to minimize the importation of sick dogs into this state.

This act shall take effect as follows and shall amend the following sections:
